I'm just typing this sitting in fountain since if I did it under my own tower he just dives me and kills me while taking chip damage. He heavily outdamages me and I can't all in him because he has a 2nd health bar. Any ideas?

He has no counter play to this build whats so ever
tobe honest, no tank does. You can sub out the last item for mortal reminder or lord dom if you need to, but the QS, in it removes all cc.
play someone that can kite him or someone that likes long trades

well tahm is very gankable so you can let the lane push into you and get ganks other than that like others said play things that can kite him gnar is amazing percentage health dmg and easy kite the other thing i can give you advice is dont die early for farm that will push into youre tower its fine to miss a few unless tahm gets ahead he wont be able to dive you under tower
Tahm is pretty annoying. It's like he outdamages and and out trades everyone.
If you are a melee champ the best option is to bait out his tounge whip then go in and attack for a second. If he is diving you under tower than he must be somewhat fed.
