I would point out the old Taric (not the one that was replaced, but the truly outrageous monster that he was at the start), with a 3-second point-and-click stun, with a monster of a heal, AOE armor shred, and an AOE buff to AD & AP to boot.
That's the sort of thing you get when you decide to balance tanks away from damage. Either that or a meta where tanks are literally useless (because it's very hard to physically 'block' someone using unit collision), and everyone just rolls glass cannons and you basically get URF mode. Balacning is give-and-take--if you made a hard-and-fast rule that tanks don't do damage, everything else would need to be dialed to eleven to keep them relevant... and you'd probably be right back here complaining about how WHY DO TANKS HAVE SO MUCH F'N CC ITS TOTALLY BUSTED I GET STUNLOCKED FOREVER, because the problem isn't that tanks are too disruptive, it's that you're playing your glass cannon like a bruiser.
If you want a legit solution, I'd say spend a month playing just bruisers, and pay attention to how the ADCs whoop your ass. By positioning, kiting, and working with your team, you should be able to easily keep a safe distance and kite out most tanks.
And also buy wards and actually use your trinket.
