It is harder now to hit 40% CDR without giving up significant Magic Penetration

As the title says, I'd like it if maybe the CDR mastery could be moved down a little or possibly separated from it's other effect of increasing the cap. Before, if you wanted to hit 40% CDR you could use scaling blues and get 15% from those, then 20% from items, and 5% from Masteries. Now if you want it, you'll lose out on 7% Magic Pen, or you'll have to use some combination of Ionian Boots and some other item, which again, loses out on the Penetration.

I'd honestly be fine with it being a Keystone mastery. Raising your CDR cap is huge. Sucks that I have to trade it for MPen.

Short answer yes,, but only because certain champions base damage and overall abilities benefit from spamming versus doing damage. As a Morde main this was one of his issues given the fact that he really doesn't need MPen since his rework and benefits greatly from high CDR.

The problem (and not just for Morde) is that other champions could reasonably hit hard with MPen with a decent amount of CDR. Now its one or the other hopefully better balancing and distributing champion damage a bit more. Either you hit hard or you hit a lot, but not both at least not at the detriment of your itemization.
