Can we lessen the rank level gap in ranked play?

Example: Billy makes gold 4 (good job Billy). Now Billy only plays with gold 5 promos and gold 4 people.

would this break league somehow? I'm in silver 3 and consistently play with people a few ranks above and below my rank and you can differentiate the hell out of them, and I'm sure the upper levels feel this way about my playing and such as well. I can maybe understand more leeway at the higher ranks since they have less people in them, but there are enough people in the lower tiers to make a better system I'd think.
