Eve suffers from a very different problem than Urgot.
All of her power budget is allocated onto a single ability (her passive), so the rest of her kit is continually nerfed.
Her passive is so strong that if the rest of her kit is allowed to be good, she is a menace.
Stealth is a problematic mechanic in league.
Champions based entirely around it are bound to be equally problematic.
Stealth is a problem, yes. But her ult is the second largest problem on her kit. Here's what it does:
-It deals %HP damage based on current HP.
-It shields Evelynn based on how much damage she dealt with it, meaning it's more effective in team fights.
Here's where it's ineffective on her:
-Assassins need to kill targets fairly quickly. Dealing %HP damage based on the HP you have remaining is the worst way to kill someone, and, in fact, can never kill someone unless they have 2HP or less.
-It encourages Evelynn to use it in team fights to hit more than one target, something which assassins don't want to be doing. They want to be targeting squishies and killing them immediately.
Furthermore, Q-Hate Spike, is a sustained damage spell, dealing minor damage on a near non-existent cooldown. It's ideal for kiting. Again, this spell is not engineered for an assassin's kit, because assassins need to kill, not draw out encounters.
So for these reasons listed above, Evelynn has the same problems as Urgot, except that she's supposed to be a pure assassin and not a hybrid tank. She has identity crisis issues because her kit doesn't fit for an assassin build and instead fares better as a juggernaut, something which she lacks the stats for. So yes, Stealth is the largest issue with her kit, but it's not the only issue. In fact, despite being broken, the stealth is one of the few aspects of her kit that is a quality befitting of an assassin.
