when i hear buffs i see perma banning time. (adds 60 move speed) "he has can keep up with the game due to all these dashes and blinks" #riot logic.
He’s pretty strong right now. He can heal a ton with his q, with runes and items it minimizes his lack of gap closers. I think he’s in a safe spot right now.
He has to be below all the 4 rating standards to get a buff
