It would be nice but riot will never listen rip great ideas and changes
Matchmaking is probably aimed only at giving Quick matches and any good condition like this isn't considered; more over, promos are there not for promoting, but for forcing players to play more games to climb-so I doubt they even consider the option of no-autofill there. There should an option for players to give their prerequisites for the team mates they want for promos (and if possible all ranked games), which can make the queue time longer-but will be fairer matches.
