If you party with low levels do you play against low levels?

One of my friends asked me if I knew was friends with low levels to party, does partying with low levels put you in a game around their skill? My question is, if I party with 4 <lvl 15s does that put a lvl 30 b3 summoner in a game with other lvl 15s?

Tbh, the difference between bronze and sub level 30 players isn't that high
