Matchmaking is Broken

I just lost a ranked game because my MMR brings me to play against Silvers. Which is perfectly fine. I am able to fight Silvers. However, I got pared with a Jhin who was unranked, and he fed the Draven 24/2. While, the matchmaking guide on your website says, "Protect new players" that game didn't protect the new player to rank. Now, that might mean only new players to League, which if that is the case, should implement that into rank. It also says, "Create fair and competitive matches" and "Make games less toxic by matching you with the right players" which in my case was neither of those. The matchmaking system is broken. Please fix it to make it fair to those who want to climb the ranked ladder.

last month 50% win rate. some how this last week has been less than 10% wins. can't carry as a supp main and not my fault lanes keep feeding. look at teams and 2 guys on my team are bronze and the other team has 3 silver 2/3. how is this match making even considered fair.
