That's a Lich Bane buff, not a Fizz buff.

Anyways, if we are talking about items that directly effect champions, take a look at the new Flask.

Flask was replaced by a very inferior version. It costs more gold, and you get less hp and mp after consuming all of its uses.

You can't just look at a single item and make a remark to saying it will straight-up buff/nerf a champion. You need to look at the entire picture and know how each item will effect a champion in a positive or negative manner.
