an easy way to fix remake

as everyone knows remake is shit because it doesn't trigger when it should and is flawed. so with the following fixes it could work.

1: a remake is available if a player doesn't leave spawn within the first 60 seconds, regardless of items.

2: should a remake trigger the window lasts until 3 minute mark, giving players 2 minutes to call for it.

3: a remake needs 3/4 to say yes. if 2 say yes and 2 say no a remake will not happen since neither was majority.

4: if remake fails, the option to early surrender will be available at 10 minutes requiring all 4 to say yes then at 15 minutes 3/4 to say yes.

5: a remake will act as if the game never started and will not affect rankings. a surrender however will affect rankings.

6: if the lone player leaves base during the remake vote the vote can still go through but if the remake fails then surrender times occur normally.

these changes cover every base players want/need in surrendering/remaking.
