intended. check patch notes from 4.16 or so, not sure the exact patch but it was reworked to NOT have it in the pushes, then re-reworked to have the exclamation point in the bushes

It basically was reworked so that he couldn't abuse Fog of war, not just bushes. Basically, the original thought would be that you would only get the exclamation point IF YOU COULD OTHERWISE SEE HIM BUT HE IS STEALTHED. So he could be simply on the other side of the wall and jump from nowhere without warning. Hence they had to rework the fog of war aspect, which is what bushes grant, so subsequently bushes were included.

It is of note to remember that during this period of time, Rengar's Q was bugged so that the bonus damage could crit, and he could 1 shot people with his empower Q critting for over 3k. Worst 2 soloq weeks in history.

Rengar's Q was never bugged, it could always crit off the bonus damage. Riot just decided to remove it during that patch. + I don't even think it was possible to hit 3k with his Q, my highest crit ever was a full damage build (subbing more damage for boots) and I hit 2.3k.
