They broke veigar and they should either fix him or follow all the way through and delete him.

His passive exists exclusively to counterbalance his unreasonable mana costs.

His single form of defense is also his only reliable way to begin an offensive combo. It is EXTREMELY unreliable, and he has no mobility.

All of Veigar's damage is either unreliable or locked behind his ulti's CD. It's also extremely conditional. To combo, he must: land Event Horizon (doesn't happen often), then there must be no more than one enemy between Veigar and his target. Annie as one example, with targeted CC and instant AoE damage, is absolutely more reliable.

Veigar's kit is also miserable to play. There is a feeling of helplessness after casting stun where all you can do is watch what your enemy does about it. It's not up to you if you win. It's up to them. It's beyond counterplay. Veigar is a sitting duck. Part of counterplay is anticipation rather than reaction, and that was not taken into account when Veigar was butchered.
