Is Everyone Ignoring Vayne's PBE Changes this Preseason?

Because we can see that those aren't buffs without other things going (such as a base damage, and lower AD)

what about giant's slayer and pd?
Then we need to balance those individually. What, do you think Vayne is going to be the only champion using those items?
You mean the fact Silver Bolts now hurts tanks more while being nerf vs squishies, i.e. fulfilling her role properly?
Silver Bolts is the healthiest % HP true damage we have in the game too.
What's left to complain about?
The healthiest %hp true damage in the game. That's an oxymoron if I've ever heard one.
The minimum damage on it. Base damage was removed but minimum damage was added which has a higher maximum than the base damage. That's the problem.
The minimum is still less than what the old base damage + % damage would do in pretty much every scenario, even to squishy characters. It's never really significant unless you're hitting a minion. In fact, that's pretty much the only time it matters.
No one cares about the minimum damage because it really just doesn't matter for fighting champions. It could matter if it was higher.... but it isn't.
