She's not easy to play against, but if you can predict her actions (face it, she is ALWAYS going to use that jump spell to make a quick harass then get out), then laning against her isn't impossible.

As a burst assassin, she does well against frail, immobile casters, so play someone who is either tanky or can punish her at every opportunity she approaches you (such as Lissandra). Also, unless she snowballs her late game kind of sucks (or I don't know how that's changed since S2 but whatever).

Also, have you tried her out before? I can commend any player who can get used to her kit. It's not really the champ, it's the level of skill that's your problem.

She's not really that hard honestly and the only champion who does well vs her currently is Cho'Gath, that's about it. And he's banned every game. Lissandra loses to LB. And she's fine late game, she can 1 shot your carry and get away in and out ezpz.

If you are plat 1 and s4 Diamond, that's more of a case of it being your skill playing as LeBlanc, not less.

High MMR players are specialized by definition, so their skills against certain other top tier champions get rusty. When you get a team of them that don't bother to learn how to play against an assassin, well...
