@Riot The community has spoken, they'd like a small QOL fix for skarner

As seen in the post here, many believe that our favorite pokeman should have a small QOL fix for his stun. His stun cannot affect champions who have already been stunned by it for 6 seconds. If Skarner were to have a marker like udyr and yasuo for his stun, I think it'd improve the reliability of his stun and as a skarner player myself, I think it's something that's greatly needed on him. Please Consider adding this to him, and to any other champions with similar wait times between effects. I hear that doesn't have one either.
