Is Swain Buggy Right Now?

Sort of. His ult isn't supposed to have a delay on activation. They also undertuned him at the same time

a little. it's mostly riot decided to completely gut him for no reason

yes hes buggy: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/gKjOOcui-swain-bug

his Q . . . i love swain and i got him free to play, but cant level him up properly coz of the bug :(

His q is really shitty at the moment, the radius isn't large enough, and it is incredibly easy to just walk out of it. Yes, I understand the w is there to help lock them down, but since the w has a delay on it and the slow is so shitty, the chances of actually locking them down without the aid of allied CC is impossible. Playing Swain takes more advantage of your opponent making a mistake and walking into the root as opposed to relying on your own skill to do it which is backwards as fuck and counter-intuitive.

The extra two second cdr on his ult ontop of it being nerfed was just salt in the fucking wound. I understand that riot wants his ult to used more in teamfights, but now he can hardly 1v1 in lane, which is supposed to be where he hits his power spike. Now that spike isn't there anymore and it requires even more effort on a champion who is already bad at farming due to having to last hit literally everything, or risk wasting mana on his ult and using it to farm: the ult which got gutted and is no longer good for even that unless super fed.
