So why not just make Wit's a big ticket item?

Like, really big ticket.

item 1043 item 3101 item 1057 UNIQUE passive: Your basic attacks deal 4% of the target's maxium HP in magic damage OnHit. UNIQUE passive: Your basic attacks steal MR from the target, stacking up to 5 times. UNIQUE passive: Your basic attacks (and all OnHit effects) deal magic damage rather than their normal damage type.

Make the toggle a static passive so the item doesn't become a counter building nightmare and I could see this making on-hit builds relevant

Let me rephrase, make ranged on hit laning builds viable

Because junglers are already broken as fuck with stated + bork. Adding wits would further that.

I really wanna see Vayne with this and BotRK, oh wait I don't. Nor do I really look forward to Kayle or Teemo getting their hands on it.

Yes you do, it will turn her true damage into magic. Easy itemization.

LoLno, its more like she will dead %health physical, %health magic, and %health true. GL with that.

Her silver bolts count as on hit, so her damage would become all magic unless an exception was made in the code.

This being very much intentional.

And Devourer really needs to lose the stacking mechanic. It leads to toxic play in Solo and it's a trap-option in high level games. Just have the thing proc every third attack on everyone and give it a flat amount of OnHit magic damage. It would make it possible to actually balance the thing.

The toggle would make it horrible for tanks to itemize against. I mean if you got an enemy 8/1 Kalista, you clearly need to get some armor...so you go ahead and buy item 3110 and item 3742 5 minutes later she buys a wits end and uses the toggle...completely negating 5000 gold worth of armor you just got and forcing you to buy a bunch of mr, but, unlike most switch builds, (like say ad/as kayle selling some items to buy a deathcap/rageblade), you have to keep the armor, cause if you sell it to buy mr, she can just toggle back to physical.

That just gives anyone who can build wit's end too much value as far as counterbuilding. It effectively doubles their threat value.
