Can we revert the Life Steal Quints nerfs?

Like why do you nerf something when you're buffing something else that could have replaced it anyways? I feel like buffing them will bring more ADC runes option. ATM we have Attack Speed and AD for quints. AD is rarely taken on ADCs too. We should bring back Life Steal quints.
