Why Only Get Rid of Negatron Cloak and Not Chain Vest as Well?

Generally curious on this one. I understand the thought behind it. If you need MR, you build the basic MR and your item build path doesn't suffer for it. But why only do it for the MR piece and not the armor side as well? Removing chain vest and replacing it in recipes with cloth armor would give the same versatility and would give those trying to build an armor based piece the same flexibility as those building an MR piece.

Also, being able to have 40 armor for 1 items slot versus 50 MR taking up 2 slots seems like a bit of an oversight. So riot, increase the cloth armor bonus to 25 and remove the chain vest as well.
