Can we get a Report option for people who stay in base...

Can we please get a Report option for people who just stay in base but move around to avoid leaver buster. I don't know how many games I have had that people don't want to play anymore so they stay in base and refuse to help. And then when you say that that someone is afk they say " no i was not afk i was just getting gold....." I mean, I hear this is aram too but anyways....When someone is in base for 2 minutes afk that said im gonna stay in base or go afk now, then when you ask the enemy team if they can report them for being afk, they say " some excuse like oh i wasn't afk report him for trying to report me for afk when im not. Because just moving the champion around in base and refusing to play is not an afk can we plz get something for that please?
