Health % runes questions and more

so i wanted to confirm one thing about %hp runes, do they go with max hp or bonus hp? im doing some math for diana, pros tends to build it with rod of ages and nasher tooth, i was thinking of building a bit differently on her, make her more of a assassin type style, but i need to understand her first. since i never played her except in blood moon. the thing is i just got to silver and i cant seem to solo carry, using the same method and wait for a team fight to come wasnt gonna happen. so i decided to take a champion im slightly familiar to me and make that champion my solo carry, i was thinking of talon and zed but i dont own zed and i suck with talon, even though people told me talon is easy for me, i cant seem to do enough damage nor get out alive in most cases, and yes i build item 3147. Im already on a 3 losing streak, teamfights became difficult since the teams i get dont wanna group up 5v5 and make a valid team together. Im not trying to say they are bad, but i need to adjust to the style i been receiving on this team and make what is best for it. Nothing is impossible, i will make my way through silver, bronze was easy for solo carry when i actually replace a role they cant seem to keep a good pace at, now in silver i need to be adaptable to my up coming teams

total hp... so if you have 3000 hp and use 3 hp % quints which would be 4.5% hp

soo 3000 hp x 4.5 % (135) for 3135 hp

but not really worth.

better off just take flat hp runes cuz flat hp is great at all stages of the game

I believe it is max HP. IMHO they are only efficient if they cover your seals, quints, and your keystone mastery, but at that point it is not worth using up all 3 of those things in order to have more HP unless you are a dedicated tank. A mix of scaling and flat HP is better or just straight up scaling. Because you can get +14% health from keystone and a full %health rune page, but is that really worth it if you're just building ROA for hp?

It's based on max HP. %HP quints are only worth it if you build health, otherwise you'd be better off having armor quints if you want survivability.

Diana is best mid with double Doran's, rushing Nashor's and Sorc Shoes into Lich or Void. TLD works best. Talon is strong mid and top, rushing Duskblade, Ghostblade, then Black Cleaver. Basically just stack pen and proc Stormraider's to escape. If you want more details, just ask.
