Scavenging Smite's upgrade should be twice as powerful of an upgrade as the other Smites.
Hear me out for a moment.
The simplified explanation goes as this: If you're a farming Jungler, if you devote yourself to farming the Jungle, Blasting Smite's bonus (Ranger's) is always going to come into effect. If you're a ganking or dueling Jungler, if you devote yourself to it, Challenging and Chilling Smites' bonuses are always going to come into effect. The problem is, even if you devote yourself to Counter Jungling specifically to steal camps, Counter Jungling from a CS perspective tends to be most optimal when you rotate between your own Jungle and the enemy Jungle. Aka, Scavenging Smite's bonus effect will only really be active half of the time, as you rotate between your own and your enemy's Jungle.
Scavenging Smite is the most limited in utility of all the Smites, simply because it's only effective on half of the map, and thus, approximately half of the time. In my opinion, Scavenging Smite should therefore either have twice as many bonus effects on the enemy Jungle, or a secondary effect while still in your own.
Rereading this, I find what I'm saying sounding kind of extreme, so let me rephrase with a few examples:
-
To increase Scavenging Smite's strength in the enemy Jungle, it could have bonus damage when used specifically on enemy Jungle monsters. For example, "When you Smite a large monster in the enemy jungle, Smite does an extra 50% damage". This could help it differentiate from Counter Jungling with Ranger's Trailblazer, whereas Trailblazer can take a whole camp quickly, it's much easier to outsmite the enemy with a Scavenging Smite or take down the large monster of a camp and leave behind the smaller ones for the enemy to waste their time cleaning up.
-
To give Scavenging Smite just a little more utility within your own Jungle, it could have an effect like "When you Smite a large monster in your own Jungle, the smite reveals the enemy Jungle camp of the same monster you just Smited for a short amount of time". In English, if you Smite your own Wolves, you can peek over at the enemy's Wolves and see if they're there. Similarly, you can have an effect that reveals if a certain camp has been taken and/or reveals when it's about to respawn (using the circle indicators of Yasuo or Udyr, for example). Ultimately giving the Counter Jungler a tool to keep an eye on the enemy's Jungle even from their own.
Those were just spitball ideas, but I really think Scavenging Smite could be a viable option for Junglers if it was just given either the secondary utility or the raw power it more or less deserves.
