Does Koggy's Ult even need the stacking Mana cost anymore?

Previously it was to prevent AP Kog from poking down the enemy team during a standoff.

But now the base damage and ratio of the thing are so awful against healthy targets that it's hardly even worth the mana cost to cast it.
