You're basically giving AP champs free 10% spellvamp (20 vs monsters) and mana.. I'm all for some type of mana return vs monsters but HP AND mana vs champions.. thats a bit much.

item 3713 already restores 15% HP and Mana upon Smiting a Monster. You want to add additional HP & Mana restoration to it? Maybe Mana regeneration, but at a lower percentage.
