Can Singed's W be like Cassiopeia's W

Singed's W is called Mega Adhesive, and adhesive means sticky substance, but all it does is slow people right now.

So you want a sticky substance that if you ran through it would slow you (In the game and most likely irl) to be poisonous, if you are talking about Cass's W right now, that's a terrible idea since all it does is poison and make her e more spammable, so for singed it's a tiny bit of damage (singed doesn't build ap like cass does) and a short slow? but if it's her new one it's a massive spray of multiple puddles? but why on singed?

which riot has talked about that as a possibility at one point when she was first leaked into the pbe and people were talking about her ground cc,

W - Miasma Cassiopeia fires an arc of poison in front of her, landing at their max range or first terrain hit, and leaving poisonous clouds where they land. These clouds: Lightly damage enemies standing in them. Moderately slow enemies standing in them. Afflict Grounded (a new crowd control effect) on enemies standing in them. Miasma's slow is now a fixed amount (currently 35%) at all ranks. The Grounded debuff prevents enemies from using Movement abilities while in it. As a rule of thumb, if a root would prevent you from using an ability (or clickable like Bard E), then Grounded prevents it as well. Miasma casts at a FIXED DISTANCE (~800 range) from Cassiopeia; if the enemy has already closed on you, it's not going to do much unless you can position yourself near a wall to get a cloud or two to be placed there.

I don't know what Ground cc is? i assume you mean, cc that is put on the floor? i.e Karthus w, Thresh ult, etc ? nor do i know what Mymu is but im guessing it has something to do with Pbe/S@20

easiest way to describe it, is a snare, but you can still move. no flash, no yas E, no vi Q, nothing you cant use in a snare aside from moving.
