Legendary guardian, a tier 5 mastery gives 15 armor and MR, if all 5 enemies are ontop of you.... Meanwhile battering blows/Piercing thoughts 7% penetration
How is that even close to fair. You may as well not ever take legendary guardian...

Who's sole job is really just to tank damage. So those champions will want all the hp and tank items they can get. Usuually full build being over 200 in armor and mr with a ton of hp

Fondling Gems1 votesIn practice Tenacity is just so much better because when you aren't being CC'd you can dodge skillshots that you wouldn't otherwise. In general just dodging one skillshot thanks to tenacity makes up for the 15 armour/MR, and that isn't even counting all the other bonuses that tenacity offers.
