Functionality during Low Priority Queue

The TL:DR is that Low Priority Queue locks you out of the client, not allowing you to interact with the rest of the client, which is very very bad.

Low Priority queue is intended to make you wait an additional amount of time before being let into the Standard Queue, whatever your reason for being there may be.

Looking at the state of the client during the Low Priority Queue process, it became clear to me that it is far more constrictive in the way it works than is probably intended with the way the new updated Client application works.

These days, you have every incentive to get all of your setups done during the Queue (Runes, Items, Emotes, ect.) and with shorter wait times during Champion Select, waiting until then to prepare yourself is illogical to the process. But this is precisely the influence that Low Priority Queue has with it's "black-out" method of holding the summoner's client hostage during the queue phase (It's as if you are serving time behind Low Priority Queue prison bars).

I get the need to instill the "You are being punished" notion to the player in question, but it is enough motivation to Alt+Tab. Suddenly, you are accepting a Matchmade game, and then you are in Champion Select in a fill game, you're already salty about waiting over 8 minutes to join a game, or someone dodges the game after you're ready to go, and the client bugs not showing you the "Accept Match" button, and your player is waiting 8-9 minutes again.

Heaven forbid they feel the need to dodge because of a trolly situation.

You can't chat with friends either, you have to leave the queue to do that.

Could we get functionality back by having a way to minimize the Low Priority Queue window without exiting the queue?
