A few improvements to the surrender vote system

The current surrender system is well balanced, requiring more than a mere majority to quit. It does, however, have a few quirks... like 4-0 not being considered a unanimous decision. The following changes are intended to further empower those who are actually playing the game to decide if the game is well and truly lost or not, and to remove those who have left from the equation.

##First, change surrender votes so that pass or fail is determined only by those who actually voted. Instead of If VotesYes >= 4 Then VotePassed = true It should be If VotesYes >= 0.66(VotesCast) Then VotePassed = true.

What this doesn't change: Any vote with 5 votes. For example, 3-2 = still fail, 4-1 = still pass

What this does change: Votes where one or more players is AFK or indecisive. So 3-0 Becomes a "pass", 3-1 Becomes a "pass", 2-1 Becomes a "pass".

This change will prevent players from being stuck in a lost game because one or more players has left.

One problem with this change:

BadConnection has disconnected. LostHisLane has called a surrender vote.

This leads to my second proposed change: ##Extend forfeit votes that are called immediately after a player disconnects Timer starts when the player disconnects and lasts for 180 seconds. Vote does not end until the timer expires. If the player returns, votes are reset and can be cast again. Triggers only once per player, per game. (This prevents a troll from abusing the feature to indefinitely delay a vote) Does not trigger if the disconnect occurs after the vote is called. (This prevents a group of trolls from abusing the feature to delay the vote more than 120 seconds)

Why? Discourages players from immediately calling a surrender vote when someone disconnects. It ain't going to pass until they've been given a chance to return anyway, so why not just wait and see? If the players have waited 120 seconds, then the vote timer will be 60 seconds as usual. Allows players to change their mind should the leaver return, making the game winnable again. If the game is lost regardless then they can just hit "yes" again.

##Last, Early Surrender votes should be similarly changed. From If VotesYes = 5 Then VotePassed = true to If VotesYes = VotesCast Then VotePassed = true

A unanimous decision is required to end a game. 4-0 is a unanimous decision. 3-0 is a unanimous decision. Even 2-0 is a unanimous decision. If a vote ever goes 1-0 then it's a sign that he's being trolled by a four-man premade. Vote should still pass.

The intent of these changes is not to make surrendering easier (personally I think people are too quick to quit, but that's beside the point). The intent is to prevent AFKs and Leavers from influencing the vote. The decision to quit should be made solely by those actually playing the game.

I'm all for a chance to forfeit due to a later afk. One person in a game had the bad luck to keep d/cing right afterthe forfeit vote was called. They were going in and out of game and it looked painful for them to play and they wanted to quit too and fix the computer probs but we all had to wait 20 minutes. So a timer to give the d/cer a chance to get back in + forfeit allowed after d/c detecter would be nice. Probably complicated to implement tho.

Also seperate queues for people who don't like to surrender and people who do.

For early surrender votes, as long as 4-1 is a fail, then unanimous sounds good. One time our afk was d/ced after the intial d/c forfeiture chance and they were d/ced all game, and we pretty much had to wait it out because 4-0 was not unanimous, and they were the "0". not sure if they were blipping in or out.
