The Ultimate Hat Your ultimate's cooldown is reduced by 5%. Each time you cast your ultimate, its cooldown is further reduced by 2%. Stacks up to 5 times.
Is this going to stack with ultimates like Kassadin's ult that only have a 4-8 second cooldown to begin with? Watching a fed Kassadin ult at someone every 1.2 seconds (or less) and have no choice but to accept their inevitable death is not anyone's idea of fun.
Sure, but it's going to have less effect on an ult like Kassadin's. The balance point on Kassadin's ult is its mana cost as much or more so than its cooldown. At rank 2 the base CD is 4 seconds; 15% of that is .6 seconds. Yeah, being able to cast it .6 seconds faster can make a big difference sometimes, but I would argue that cutting 20+ seconds off Soraka being able to save someone with an 800-1k heal from across the map is at least as powerful a use of the Hat. Plus, one of the options on the same line as Hat is Manaflow Band; I'd much rather deal with a marginally shorter cooldown on his ult than him getting a free cast once Riftwalk is up to 400 or 800 mana cost.
