I Agree, Rylai's Needed A Nerf, but Doesn't Anybody Think This Is Too Much?
It doesn't even feel like it's worth the purchase anymore, and champions that actually relied on it to be good (

) feel like they're not even playable. I was looking at the stats and the passive in comparison to the only other AP+Health item in the game (
), and Liandry's is just substantially better than it at this rate. A 20% slow feels entirely useless. A large majority of meta champions will manage to outrun a majority of Rylai's-based champions now, especially Aurelion. Aurelion has an extremely low base movement speed, I believe a mere 360 or 380 with Boots of Swiftness. Anyone who has tenacity, boots of swiftness, or a mobility boost of some sort will easily escape Aurelion.
Not to mention only 75 AP. A lot of Rylai's-based champions already weren't high on AP values to begin with. They were meant to deal sustained damage, not burst damage. If you're not constantly applying a meaningful slow, which you're not with the new Rylai's, then you need to be dealing an amount of damage that makes the purchase significant, which you're also not doing with the new Rylai's. For champions that relied on the health as a part of their kit, either being close/mid-ranged like Aurelion, being a bruiser like Rumble, or health being a main aspect of your kit like Vladimir, the nerf to 300 health on top of the damage and slow nerf just makes Liandry's a much better option.
In my opinion, all three of the stats provided on Rylai's shouldn't have been nerfed. It definitely needed a nerf, but Riot went about it in the wrong way. Nerfing the health was completely unnecessary, and lowering the damage and passive so drastically was too much. Even with the gold decrease, it's not gold efficient. Even with Liandry's costing 500 more gold, the passive and extra 5 AP make it significantly better than Rylai's. Rylai's is just a minor stat boost with a meaningless passive at this point.
400 Health, 85 AP, 30% Slow. That would've been a better choice.
