Am I not always guaranteed one of the selected roles in ranked?! So what this is saying is, if I pick Mid/Bot there's a chance I might get jungle? Someone explain plz I'm confused.

It's autofill. If you've filled in one of your recent games you're 
teed one of your 2 roles. It's in place to try and reduce the que time.
If your role is extremely full, causing queue times to be long, you may be given "Fill" and put where you're needed most (probably Support). You are guaranteed one of your selected roles after Filling, and it shouldn't really happen very often.
