Will the Veigar changes turn him into an "ult or useless" champion?

Honestly, I think I'll be flabbergasted if the new Veigar actually manages to stun anyone.

The Q changes should be better for clearing large waves of minions, rather than relying on Dark Matter or taking forever to farm it with Q. It going through the first target and being able to hit a second sounds like Lissandra's Q, which means he'll be forcing enemies further back.

Without a stun, I'm highly skeptical that his Dark Matter will hit, since your opponents can (and should) dodge it. The reason Veigar doesn't drop more of these is the fall time requires a stationary target. Yes, these changes might see more Dark Matter falling, but it'll be as a zoning tool inside your zoning tool, as oppose to a damage ability falling on a stunned target.

#So as you're Zoning your foe inside your Zoning tool with your other Zoning tool, you'll fire your Q as another Zoning tool... This sounds like a horrible meme that ends with you saying "Ain't nobody got time for that!", pushing R and killing them.

Reassure me Riot, because I feel like this one might just put Veigar out to pasture.

No, he won't. This is because he won't live long enough to use his ult. "Oh, gank happening? Let me just use my stun to stop it" lol nope, ima walk right through that delay now

At this point, I'm wondering if an inescapable Jarvan ult wall would be better. At least it would stop mobility creep champions and make them afraid.

He wasn't already? I mean you weren't going to 1v1 most champions without it anyway unless you had Q stacks.

Enter DFG. Stun, W, DFG, Q, and they were seriously hurting if not dead.

Supposedly these changes should get him to the point where he can do similar damage via more Q farming, but I have a hard time seeing W land with these E changes.
