Brittle's extension has four restrictions, from what I can tell.
- It only works on immobilizing CC. This means that fears, slows, silences, and anything else that doesn't completely stop your motion won't work.
- Knockups can't have their durations changed (neither decreased by tenacity nor increased by brittle).
- Suppression only continues as long as you channel, and it wouldn't make sense for a status effect to increase your channel time, so those must be the same.
- Stasis probably isn't effected, since that would mean you'd be giving the enemy a longer hourglass.
This means that brittle only extends the following types of CC.
- Stuns
- Roots
- Snares
- Entanglement
The following types of CC are unaffected
- Knockup
- Displacement
- Blind
- Silence
- Slow
- Taunt
- Charm
- AS slow
- Suppression
- Stasis
- Nearsight
- Disarm
- Polymorph
- Fear
The only CC I'm not really sure of is suspension, since it's an airborne effect that is reduced by tenacity.
I realize that there are still a ton of champions who use these types of CC, but realize brittle only increases CC durations by 30%. For each second of duration, gain 0.3 bonus seconds.
Champions with absurd synnergy are few and far between. That said, while you don't really need them (even with moderate synnergy, it's amazing), those few champions are absolutely terrifying.
Taking their entire kits into account, these are the worst offenders off the top of my head.

+0.75 seconds
+0.9 seconds
+0.9 seconds
+1.44 seconds
+1.2 seconds
This is a very powerful mechanic, and will likely be toned down before his release or shortly thereafter.
It is, however, worth noting that Ornn himself doesn't have a single disable that has its duration increased by this.
