What did the Abyssal change really even do?

This item was good on people like Swain, Galio, even Vlad, basically bruiserish mages who were meant to take the brunt of damage.
Not only that, but you could always buy a negatron cloak if you were losing doing poorly vs mid and didn't need or want Athene's, and could build it into an item with good AP stats
But now, what is it? To be honest, the champions I can see benefiting from this are Zac, Sej, AP tanks in general. But, considering Cinderhulk is basically mandatory on almost all AP tanks since most of them jungle anyways, what's the point of this item?
It provides almost no pushing power since it deals no damage to minions or monsters, so champions like

would rather take
anyways.

Edit: This item doesn't stack with Cinderhulk! At least it shouldn't, because Immolate on Cinderhulk and Abyssal are the same passives!
