Can Elise get a Real Passive?

HUMAN FORM: When Elise's spells hit an enemy, she readies a Spider Swarm Spiderling.

SPIDER FORM: Elise summons Spider Swarm Spiderlings to attack nearby foes. The maximum number of Spiderlings increases with the level of Spider Form.

While I think this is definitely a good tool in her kit, why not just put this into her ultimate?

Another solution would be to just give her 2, one of them being her current one. An example being Nidalee, who has her Hunt passive, along with a separate passive in itself, Prowl.

I think it's pretty obvious that Elise is arguably one of the worst champions in the game right now next to Teemo, and she needs some sort of push. She currently has _THE LOWEST WIN RATE IN THE GAME, standing at 39.7% games won, and 1.6% popularity _

That is a 3% lower win rate than the next lowest champion. If that doesn't mean something, then I don't know what does.

Edit: Do people actually think Teemo is in a good place right now?

I don't really agree that her passive isn't a "real" passive. Yes, it could be added into her ultimate, but that's literally just because it's a passive that relates to her transforming and her ultimate obviously is the only other part of her kit that relates to her transformation. Just because two parts of her kit are concerned with her transform doesn't mean they need to be on the same ability.

Elise definitely needs buffs but I really don't think this is the way to go about it - Spider Swarm is a really powerful passive and "it could be shoved into her ult" doesn't change that because most transform champions have passives that interact primarily with their transforms. Riot seems pretty happy for the power in a transform champ's forms to be divided between their ults and passives.

Elise got so many nerfs in the past because she had a kit that was considered overloaded, with too many options. They've nerfed those options repeatedly to get her to this state and for that reason I don't think "give Elise (basically) a second passive" would go down very well with the Riot balance department. Ask for number buffs or small additional utility to her present abilities but she's not gonna get a new passive.

I love that when new JG was announced and I said she'd be one of the worst champs in it I was downvoted and told she'd be better in this jg than the last, a buff later and people are complaining about her. Fun.

really. varus is the one who can we get a real passive. elise is strong becuase her spider and huma forms do not share cds and her spider form moves do not use mana.
