Lets talk Leblanc

Right down too it then. Pros and Cons.

LeBlanc Pros:

1. Single champ annihilator-assassination made easy by Leblanc
2. Little to no risk in any engagement(just reactivate your jump or ulti jump for a nice escape)
3. All spell focused on single target deletion.
4. Chain stretches for miles(allows to stay in range without risk and then its pop pop with jump for the kill)
5. Two way jumps with no mana cost for reactivation lets you make plays for days, enemy frustrated, and so very little risk while doing so.
6. Very few silences left in the game to prevent reactivation of jump. (Safe Safe Rift Nowadays)
7. Everything is long ranged about her( no need to get hands dirty like other assassins and stay close to your target)

**LeBlanc Cons: **

1. Farming in lane is a pain. No spell to allow adequate farming while still having mana left over to poke.
2. You don't get early kills in your lane or by roaming your transition to late game is real rough.
3. Squishy but hey lets be honest your never in much danger short of the ignite ever 210 seconds getting on you before your passive activates.

Changes required:

-Get rid of those free two way jumps. Knock off 20% of her mana costs on first cast for distortion(her jump) and have it cost an additional half of first cast cost to reactivate.

-Tighten up them chains. Either reduce range or get rid of the slow. Should not have slow and stun on a highly mobile and huge burst damage champ. Even Zed(who is required to melee for maximum damage) doesn't have a slow or stun.

-Give her something to farm with. Give her a spell that allows for farming in lane better. Allows for better scaling should she get behind.

Thoughts:

The most pressing concern for me is the two ways jumps. There is no reason to be conservative about them as they're spontaneous, deal terrifying damage when using them to proc mark damage, too fast to react to in most cases, and give free escapes from just about every type of champion kit out there. Only real champ she has trouble with is zed and thats because hes the only other champ with a two way jump.
