Generally speaking, a lot of lane match-ups will cause you to favor 1 of 2 stratagies. Strategy 1: you poke your opponent to death. Best done when you can out-range them and take no damage back. Strategy 2: you bide your time and then go ham, relentlessly attacking your opponent until they're dead. Best done when you're out-ranged, as you'll usually have an edge in close-range combat vs. them.

As a top lane pick? Teemo is always going to try strategy 1. He's at his strongest when he can poke you, back off, and do cutsy little trades where you both try 1 harrass skill.

Teemo pretty much never wants to go full-ham. His poison DoT doesn't stack and is substantially less useful when strung together in multiple AA's, and his only burst skill pre-6 is Blinding Dart, which he often isn't going to rank first. Post-6 he can toos a mushroom at your feet for added burst, but in a burst war Teemo is extreemly weak. It's also worth noting Blinds are awful. They don't block on-hit effects, and there are plenty of enhanced auto-attack skills they don't even mitigate (like Nasus's Siphoning Strike). Even as someone heavily AA reliant like Vayne, you can still do a lot of damage to Teemo through blinds. Most champions are more reliant on burst.

So: don't let him poke you, stay out of his (fairly short) AA range until he's in a position you can go balls-to-the-wall on him. Then throw everything you have at him, use Exhaust, use Cutlass, use whatever summoners and item actives you have and don't stop until he's dead.

My favorite champions are , had to figure out some way to beat the little runt. And those 2 champions can actually do it if they go ham against him. Bonus points if you get hit with a blind 2 seconds before he gets to a position you can charge him, striking him while that's on CD and the blind CC is essentially useless.

TLDR: don't be a little girl that pokes someone occasionally. BE A MAN.

Essentially, you survive laning phase and become infinitely more useful.

In many cases, you can even feed during the laning phase and become infinitely more useful.
