Well, first to address the problem:
90% of players in any given elo believe they're better than what they're ranked. They play to climb, not get better, because they think they already ARE better and want games with people who are "as good as them" before they start trying to play to improve.
This is a problem because technically it's impossible, only 50% of players can be better than the median (and more like 20-30% noticeably better) so if 90% think they are, many are wrong.
Although riot actually ENCOURAGES this thought process since they knock everyone so far down the ladder each season. A player who finished gold 2 last season is obviously going to think he's better than silver 2, even though everyone he's playing with in silver 2 was also gold 2 last season. As the season moves on, this improves - although people who don't play a tonne will still be at a lower ranking than they're capable of with their current skill level until very late in the season (e.g. if i play 1 game every 2 days on average, and it takes 100 games to get back to where i was last season, that's almost 7 months).
There are no doubt people with 500+ or 1000+ games who think they're better than their elo (elo hell) - these people are just wrong. Once you get that many games luck doesn't matter any more. At around 100-200 games this belief could easily be true though. So especially this early in the season, most are playing to get where they "belong" rather than playing to improve, and it's pretty much entirely Riot's fault.
