He wasn't playing support. He was just queing as support for the shorter que times. The drama with this whole thing is over. Riot made an extensive post on this.

Long story short tho: he liked to grab smite, invade early, gank a bit AND THEN go bot and help his adc. And just be Singed once lanephase was over. Most teams/adc's didn't want/like this, and despite his copy-paste at start of game reported him A LOT. Riot said "I know you wanna play this way, your team doesn't, maybe ya shouldn't" And now he plays duo with an adc because people started supporting him, and because he's a good guy that got the hint.

you probably look up "singed support" on the boards and find 100+ posts that answer this question, but long story short:

The dude wasn't supporting. He was acting as a second jungler, stealing camps from both sides and leaving his adc alone for long periods of time which intentionally put them behind. His "above 50% win rate" came from him climbing from bronze to plat as Singed top, he only began queuing as a "support" for the shorter queue times when he hit plat. It's important to note that he had a <50% win rate as Singed Support and quickly dropped back down to gold
