Actually. Its been said that its specifically designed for assassins like Talon and Zed (or really anyone who prefers to just buy a bunch of AD and blow you up in a single rotation)
The item isn't meant to help them per-se; since they're going to be balanced around it existing from now on, similar story with the other items riot has planned for assassins in the future, because they don't really have their own core itemization; assassin's have really just bought whatever the hell appealed to them stat wise, regardless of what "class" it belonged to (if you wanna call it that)

LatetotheRace1 votesYou could literally build it on anyone. It doesn't scale with your damage, as it scales off of their missing health. (Imagine if bard came up and effectively 1-shot you from half health.)
