Vlad hasn't been viable top for months.

After those buffs, he'd probably will again, as long as that point & click Q is still there.

He fell out of top lane because of how telegraphed his damage and heal is now, combined with the Rylai's and other AP item nerfs. The buff they're giving affects him post lvl 3 if he levels QEQ; if he gets W then it won't buff him 'till 4 at lvl 2 Q.
