tristana? She does more long-kite though, like... her W and ult are tools to displace herself/the enemy a lot, it's not little kite with spammable low CD jumps, but that does mean she's extremely safe.

40% cdr lucian? Quinn is also very good at kiting with her vault, it's not on the shortest CD, but it lets you destroy melee matchups by easily keeping the distance. Graves is pretty decent. His dash isn't that spammable but he is pretty resilient and his smoke screen helps confusing. Also his ult grants him one final dash if needed. Not the easiest champion to catch, so I guess that makes him ok at kiting

But tbh the best champions for your description are the one you already quoted (vayne, kindred, ahri, kalista -cancer champions if you ask me, but that's none of my business-)
