Yes discouraging people from making a Smurf account is great.

Issue is that MOST Smurfs make the account Specifically to play in lower ELOs then they are so they can "Feel better" about their sad lives.

Making them climb slower is just giving them EVEN MORE time in low ELOs. Yes maybe it will lower Soft Inting that they do to lower their MMR but just by HAVING them in the games RUINS rank completely.

MMR, the actual thing that determines who you play against, changes at just the same rate as before.

All that is slower now is the cosmetic rank that goes on top of your MMR

You're in games based off MMR not rank. It doesn't actually make you "ruin more games" because your games are based off your MMR not Rank.

What this actually does it make an account booster need to play 5 times the games to get an account Rank high.

This is a good change not a bad one.

Dota 2 uses a completely different MMR system. Just because they use an MMR system system does mean its the same:
