[Taric Update] Bedazzling Taric Back to Health!

Everyone knows it's time that our favorite gem lover is given a visual and gameplay update to throw him back into usefulness. But doesn't need a simple gameplay update; he needs a level update. There are many parts of that just don't work anymore. Well here's a suggestion to what poor old could become.

Passive: Taric generates armor and magic resist while outside of combat. While in combat Taric's armor and magic resist generated slowly fades away by 40/30/20/10 percent per second (level 6/11/16).

Q: Taric heals an ally. (Heal scales off of health) Taric cannot heal himself.

W: Taric smashes his hammer on the ground, slowing every enemy in it's radius by 30/45/60/75 percent for 1/1.5/2/2.5 seconds.

E: Taric snares an enemy using the power of GEMS. Enemy becomes FABULOUS during the duration of the snare.

Ultimate: Taric summons a gem wall between one wall of the map and another, not allowing champions to go through, above, or under the wall.

With the tank meta staying strong, it is better to build tanky instead of with AP, which is what people do anyways. I believe he would work better as a tank than having a heal that [barely] scales off of AP. He may no longer heal himself, which would work best with building him tanky, as well as his Q scaling. His ultimate would be extremely hard to learn when to use, but when used correctly can change the course of a team fight. Giving him a snare, which in my mind would work much like swains, would give him a skill shot versus a "point and click" CC ability. His W would give him more CC versus an armor option that isn't helpful in the late game. This would take from the half damage half tank character that he is, and transform him into a tank CC machine, much like , that can help a team in the late game and turn the tide of battle.

Did I miss something or do you have a better idea. I'd love to hear it. As a community we can all help Riot fixing/creating their champions instead of just complaining about it. If we work together to create a good idea and every is on board, that means the champion will be shipped out faster, and will be more loved in the community, rather than riot taking a lot of time with a "blind pick" on whether we will like it or not.
