With the removal of all but 2 of the neutral monster buffs (red and blue) this mastery has become very lack luster compared to the other 2 at the moment. This mastery is only capable of adding 18 sec (patch 6.24) total atm where other spells will increase your healing from potions by alot and damage potential early game

Also, you are forgetting that it also extends the duration of Hand of Baron, Glimpse of the Void and Aspect of the Dragon.
Restless Slumber1 votesRunic Affinity did affect smite buffs. If you went runic affinity on a jungler like Elise last season and smote gromp, you would have poison for a full clear. If you didn't have that mastery then you would have gromp buff until you finished raptors/red.
