Kalista is really annoying, no one is arguing against that. However, No one with a brain wants a champion like Rammus to be the most mobile in the game, there's a reason they nerfed his powerball duration and speed.

correct me if i'm wrong but i don't think riot has ever stated that rammus was designed to be the epitome of mobility champs, not saying kallista ISN'T op i'm just saying rammus powerball isn't a good argument against kallista passive.
