Because it's possible to cc her and kill her fast as the paper she is
Katarina is op and has been a little too strong for a while now. She's strong early-mid game but falls off late (if games ever go to late). She's getting nerfed on the pbe last time I checked (only 15 less damage on e, but it's something).
