question for devs: insight into cass changes?

Currently on the PBE, i know cassiopia is going through some changes to reallocate her power, and if this has already been addressed, I apologize, but i had some questions if you have the spare time to answer. Please understand, I don't mean any of these questions as complaints 'QQ champion changes' but I'm asking this trying to understand what the objective of these changes are. I love that riot usually tells us what they had in mind when they change champions and would just like some insight into this now, as i've really been enjoying how Cass runs since her minor rework.

1: why pull some of the power away from her twin fang? for me, cass has always been about poking with her poison, then you finally land a twin fang and revel in getting to hit 2-3 times. Is this meant to be an indirect nerf so that she can't shred someone? Because it feels like increasing damage on her poison for 1-2 ticks sounds like it considerably weakens her all in potential and relegates her more to a q +e, back off, q+e, playstyle.

2: why take the interaction out of her passive? as it stands now (on pbe) cass passive simply ticks up over time instead of having any interaction with her playstyle. From what i understand, this is a buff, as it helps cass get her passive 'stages' more quickly, and for that i'm thankful, but why switch to this 'timer' that could literally be predicted by the in game clock instead of say having her get more stacks for farming/hitting champs? is this intended as a buff to cass to get her passive faster, or for enemies to know exactly when she's going to 'pull the trigger' and get the bonus from her passive. or is it a saftey net for cass in case she gets denied, she still scales up?

These aren't bad things, I was just wondering as it feels like it takes some of the fun and interaction out of cass to just have her passive on a timer instead of the satisfaction of building it up yourself.

thank you for your time in reading this if you do.

To your first point, a lot of focus needs to be removed from E, especially with the 4.21 changes looming. The rework has made her lean on her E so heavily that her other abilities are weakened to the point where they don't feel influential at all unless they set up an E. The debuff only strengthens this problem. This whole discussion about it is also ridiculous, because when we're discussing a poison mage we shouldn't be only talking about one of their non-poison abilities.

To your second point, Stashu has probably removed the interaction out of the passive because he has a very weak grasp on the amount of agency a Cassiopeia player would want. In fact, I'd go as far to say any Mage player would want because being a Mage relies on having a lot of influence, control and power in your arsenal of abilities. The rework doesn't give you an arsenal, it gives you a conditional machine gun and a pillory. This discussion point is also ridiculous, because Cassiopeia shouldn't have an evolution passive at all because she is not a champion associated with changing over time (like Kha'Zix or Viktor) or growing power (Syndra, Nasus, Veigar, Sion etc). Cassiopeia is a seductress and a deceiver, who uses her influence over others to weaken them.

And I understand you are trying to be polite, but they are bad things. They're complaints that are in line with the rework's initial release. Her spell flow is heavily disrupted by the E focus, which you've noticed but not quite in the way older Cass players would have - and her passive takes away a lot of agency and forces her to do tricks to get her power.

I hope he reads everything on the forum about Cassiopeia, but he seems to have a cookie cutter "I'm aware of this complaint and will consider it" response lined up whenever he does comment.
