Increase Barrier's duration to 5 seconds, to fully block Ignite

Right now, heal is generally preffered to barrier for being AoE, enduring, and giving a movespeed buff. One thing barrier does boast is not being countered by ignite, but currently even that is only situational. While you get the full barrier, most of ignite's damage still goes by it because barrier only lasts 2 seconds.

Making barrier last 5 seconds will let it fully counter its offensive counterpart that it seems made to counter. This will make barrier a more viable choice for both adcs and mids that want to counter ignite pressure when they currently have nothing that fully stops it.
